This revised Universal Access Funding Toolkit reflects the rapid digitalization of all sectors of the economy, beyond basic connectivity to the convergence of technologies and the broader concept of Universal Meaningful Access and Service. It serves as a practical guide to support the design, implementation, and modernization of Universal Access Service funds, and offers best practices that can be adapted to national contexts in the Southern African Development Community (SADC), while considering each country’s unique political, legal, and socio-economic environment. It also aims to harmonize universal access and service approaches across the region and to encourage cross-border initiatives.
